James Conboy
Principal Engineer
James Conboy brings over 30 years of experience in engineering and consulting, specializing in instrumentation, controls, and security and risk management. He has managed or personally designed projects for Water and Wastewater facilities throughout the US, including award-winning efforts for the New York City DEP, Buffalo Sewer Authority, Westchester County DEF, Birmingham, AL Waterworks and Sewer Board and Northeast Ohio Regional Sewer District.
Following the terrorist attacks of 9/11, Mr. Conboy established a Security Consulting Practice at Malcolm Pirnie, Inc. In this role he was responsible for developing and implementing policies, procedures, and technical systems to enhance the security of public water and wastewater systems. He prepared vulnerability assessments, risk management analyses, and risk reduction plans for more than 50 Municipalities. Mr. Conboy has authored several papers and presentations on Risk Management and security in the water/wastewater field. He has served as the chairman of ASCE’s WISE committee which produced the ANSI guidelines for Physical Security of Water and Wastewater Utilities (ANSI/ASCE/EWRI 56-10 and 57-10).
