During the two-year-long Rocky Hill Water Pollution Control Facility (WPCF) plant-wide upgrade, JKMuir acted as the Commissioning Agent. Before construction began JKMuir developed a commissioning plan that included a comprehensive list of equipment, systems, and controls that required commissioning. The identified equipment required documentation through a sequence of five forms that were to be filled out after each commissioning step was completed. This practice ensured the contractor, engineer, and owner were aware and informed of present and future steps in the commissioning of equipment. Field notes, commissioning forms, and relevant information were recorded, filed and organized in commissioning binders for each equipment installation and start up.

JKMuir assisted with the startup, commissioning, and control loop testing of the aeration basins, secondary clarifiers, pumping systems, blowers, HVAC systems, instrumentation and the generator as the commissioning agent for the facility upgrades. Throughout the project the JKMuir team was a resource to both the Owner and the Engineer to organize detailed documentation of startup and commissioning, communicate and coordinate with the contractors, sub-contractors, and controls personnel and to ensure the contract documents were adhered to.
